Ruben Cisneros

Ruben Cisneros brings over 28 years of experience in the credit union industry and within the cooperative movement. His credit union career started in 1994 at South Texas Federal Credit Union in McAllen, Texas. After five years working there, he left his Branch Manager position to take a job at Border Federal Credit Union in Del Rio, Texas as the Vice President of Lending. At present, Ruben is the Chief Operations Officer for Border Federal Credit Union and part of the credit union's Senior Management team. He is directly responsible for overseeing all branch operations including the lending, member service and collections departments and the Financial Counseling department in alignment with Border Federal Credit Union’s mission "to serve our member-owners and community by providing quality and exceptional financial services to improve their well-being." Border Federal Credit Union is recognized as a Community Development Financial Institution (CDFI) with a low income designation, specializing in risk-based lending, products and services for underserved and undocumented members, including financial literacy and financial coaching and providing Volunteer Income Tax Assistance (VITA) to not just the members it serves but anyone who needs the service free of charge. Border Federal Credit Union has been providing this service for over 8 years. Border Federal Credit Union continues to be an exemplary example of helping the underserved and unbanked by providing products and services geared to promoting growth and financial stability to its deserving membership base. Currently Border Federal Credit Union serves thirteen counties in Texas and has over 250 million in assets, over 25,000 members, and offer five branch locations.
Ruben currently serves in various committees for the Cornerstone Credit Union League including the International Relations Committee which one of its initiatives is the Juntos Avanzamos program plus the Ambassadors Committee under the direction of the Cornerstone Credit Union Foundation which is a 501(c)(3). He also serves on the Executive Committee for the Payments and Operations Council, the Cornerstone Leadership Development Committee, and the Awards and Recognition Committee. He also currently sits on the board for the Economic Development Corporation for the City of Del Rio, Texas. He previously served on the Board for the Val Verde County Welfare Board which deals with assistance to battered women and children.
Ruben currently holds an undergraduate degree from Sul Ross State University in Business Administration and in the process of completing his Masters in Business Administration. He and his wife live in Del Rio, Texas. Over the years his passion has been helping people better themselves and have good quality financial services to improve their well-being.
